US Air Force Wants To Update Fleet-Boeing And Bombardier Want In But Congress Says Not So Fast

The American Air Force may be up against extreme setbacks in the attempt of facing the outdated fleet of EC-130H jamming planes. As that branch of the military attempts to remove the specialized aircraft in service, and which case it has proved to be particularly valuable in the fight against ISIS terrorists, complaints are mounting against the plans.

The American plane-maker Boeing made an announcement on May 25, 2015, stating that they had filed an official grievance with one of the most powerful federal watchdogs, the Government Accountability Office. The complaint was regarding the manner in which Air Force has designed their replacement efforts for the Compass Call, formally known as the  EC-130H electronic warfare aircraft. Bombardier, the Canadian Aviation Corporation, filed a complaint similar to that, with the same organization, back in March 2017

“The Air Force’s approach is inconsistent with Congress’s direction in the 2017 National Defense Authorization Act and seems to ignore inherent and obvious conflicts of interest,” as proclaimed reported by a Boeing spokeswoman whose comments were reported in the publication, FlightGlobal. “We believe that the U.S. Air Force and taxpayer would be best served by a fair and open competition, and that the Air Force can still meet its stated timeline of replacing the aging fleet of EC-130Hs within 10 years.”

Each of the EC-130H, valued at $165 million, is a rehabilitative version of the C-130 Hercules cargo plane with a floor layout of electronic attack gear that can locate and track “emitters” such as radars and radios and then interrupt the signals. The four-engine aircraft could maintain speed when cruising at 300 mph and could travel almost 2300 miles before fuel needed to be replenished. It had the capability of refueling while flying in air while being operated on extended missions. Since their 1982 introduction, Compass Calls was utilized to support American operations in several different areas of the world such as the Middle East, Europe, and North Africa.

These types of aircraft have been specifically vital in the global fight against terrorism. The same attire that it says military medications can also scramble cell phone signals as well. That means that this aircraft could potentially halt militants utilizing this technology to remotely detonate lethal, improvised explosive devices. Four. Associate leading up to August 2010, the Compass Calls have been flown for more than 20,000 hours of Iraq, and American commanders raise them with having a direct effect on fencing adversaries from setting off at least 100 roadside bombs. Flights operation crews have dedicated in excess of 2000 flying hours Afghanistan executing admissions that have similarities.

One of the first reports on Compass Calls Rose is returned to the rock will assist in Iraqi and Kurdish soldiers with the battle against ISIS in December 2015. The next month after that, a public affairs officer representing the 386th Air Expeditionary Wing in Kuwait confirmed the same journalist that the aircraft had been used to support troops in Iraq as they battled to liberate Ramadi, intervening with terraced medications and fencing adversaries from indicating with each other to alerts regarding new elements that were going on in the battlefield.

By the years and that having conversations stating that the aircraft have arrived in on a higher level, you must take out ISIS increasing arsenal of management roles, which were being used to spy on finally forces, artillery fire, and even then release it buys the bomb’s on their enemies. The EC-130Hs, one last shot in the May 2017, had never ceased and were continuing to fly missions on the regular within the country.

The Air Force had momentarily considered getting rid of half of the compact fleet of 14 planes back in February 2000 me, in order to million dollars that can be used for other projects. The proposal had been rejected by Congress and assist in has required the first of military maintain the operation of the EC-130Hs. Commander-in-chief Donald Trump includes funding that would keep the aircraft active in the inventory when he proposed his defense budget for the 2018 fiscal year. 30 years of active service, unfortunately, the plays are showing their wear and tear from all the years of usage and will need to be replaced sooner rather than later.

This means that the disagreement between Boeing and Bombardier and the Air Force, at its core, is about the branches plan to increase the speed in the process of replacements by allowing as little disruption as possible to the May operation within the next 10 years. Is the foremost, L-3, the defense contractor that has an immense level of experience from maintaining the fleet of EC-130H for years,

This has granted the contractual per minutes to essentially convert the existing Compass Call system into an entirely new aircraft. However, the fund headquartered in New York will be selecting the airframe and set of the government conducting a separate competition that will determine what other company would have the pleasure of constructing this plane.

Methods similar to this having used by the Air Force and United States Army in order to speed up the integration of surveillance aircraft into the war zone since the mid-2000s. These contracts were focused on which particular overhead sensors were most wanted by commanders in the field as opposed to paying close attention to the plan itself with the so-called “quick reaction capabilities” contracts.

Most of the time, the branches of service at no curls or objections to allowing contractors to retain total ownership of the aircraft and even the mission equipment, accommodations that are still referred to as “government-owned and contractor operator” and “contractor-owned and contractor operated. By the time 2010 rolled around, the Army used two different types of aircraft in order to carry the electro-optical system of Constant Hawk in Iraq and Afghanistan, along with three different types of planes capturing the signals and imagery intelligence equipment that worked along with the Medium Altitude Reconnaissance and Surveillance System (MARSS) in both of those countries.

But never before has there been a United States military branch that selected this route when purchasing what would essentially be an outright government owned system. The Air Force’s top acquisition official, Air Force Lieutenant General Arnold Bunch, told Defence One an interview that “I can’t give you an example specifically of a contractor picking the aircraft,” further describing the decision as “unprecedented.”

Officials of the Air Force are adamant that this is a viable way of conducting business that addresses the most immediate needs while still acquiring a good deal for the taxpayers. By complaining to the GAO, Boeing and Bombardier counted the assertion, claim that this method just about guarantees that Gulfstream and its G550 business jets will be granted the contract for the new electronic attack aircraft. Bombardier once their Global 6000 business jet to get the same consideration for the contract. United States Air Force already has a division of the  Bombardier’s Global Express family, known as E-11A, as they are charged with the responsibility of servicing the Battlefield Airborne Communications Node (BACN) data relay system. Boeing is anxious to present their version of the  737 airliners, a derivative of the P-8A Poseidon maritime patrol plane that is already used in operation within the United States Navy. Additionally, various foreign air forces utilize the 737-based airborne early warning aircraft, as well.

The G550 and Global 6000 aircraft are basic equivalents, featuring cruising speeds and dimensions of striking similarities. Gulfstream claims that it’s based aircraft can fly a range of 6,750 miles before it needs to be refueled, which is 750 more miles than the plane manufactured by  Bombardier. That can be changed very easily if the Compass Call systems are installed. Boeing’s 737-based Boeing Business Jet (BBJ) has considerably more space but maintains an approximate range of 6200 miles. The P-8 variant of the 737 maintains 4,500 miles as its rating. The factual that the 737 derivative has a ceiling that is lowered by 10,000 feet when compared to comparative business jets.

Because a specific plan had not been selected by L-3 as of yet, according to FlgihtGlobal, Bombardier’s protests are regarded as premature by the top government watchdog. And the possibility remains intact that the oversight entity will come to the exact same conclusion responding to Boeing’s challenge.

That does not suggest that the concerns are reasonable. There are already efforts on behalf of L-3 to work with the Gulfstream on Air Force’s individual effort to recapitalize its E-8C Joint Surveillance Target Attack Radar System (JSTARS) radar aircraft as part of a Northrop Grumman-led team. Northrop Grumman, which created the initial  JSTARS equipment, expects that they will utilize the G550 as the host aircraft for its revamped system. The company is currently using one of the jets in order to conduct developmental testing. Even more, the Air Force has previously indicated their interest in utilizing a variant of Gulfstream’s G550-based Conformal Airborne Early Warning (CAEW) development as the replacement for Compass Call. In the 2017 budget proposal, the branch of service provided a plan that outlined how they would purchase six electronic attack versions that were referred to as EC-37Bs. This was combined with the idea of eliminating half of the 130 fleets, which would have developed a fleet of various Compass Call aircraft.

This altered place, the Air Force made the suggestion that would prove to be cost-effective, as it had already accumulated 10 C-37A executive transports, which will feature many of the same basic aircraft components as the other, including the engine, as well as reduce requirements for logistic support and specialized maintenance. In order to test range operations, the Navy had just purchased a CAEW variant.

On top of the refusal to approve the elimination of any existing EC-130s, Congress would not please with this idea and pushed back significantly. In response, the Air Force redirected their energy and made the decision to go down the path that is on now which is overseen the final decision of which aircraft that will be employed over to L-3. The branch of service insists that this is the way to proceed that is best suited.

“We made this decision after looking at all the options – laying out pros and cons, looking at a variety of different methods that we thought we could work our way through this,” Lieutenant General Bunch commented during his talks with Defense One. “You can’t really call an aircraft a subcomponent, but in this case, the real technology stuff and everything else is the guts. It’s what’s inside the EC-130 platform and we’re buying something to carry it.”

The most detrimental consideration is whether Congress and members who what be more persuaded to specifically support Boeing and Bombardier’s inclusion into the program are in agreement with the assertions made by the Air Force. While we’re waiting on that, the aged EC-130Hs are forced to continue scrambling terrorist signals and taking down militants that dare fight on the battlefield.
